Do we know if it actually is? Everything I've heard points to the contrary. Maybe I'm missing something?

There have been some rumours about it being released in March this year, I don't know if they are true. It would be about 6 months after it was released for the consoles, they did the same with GTA IV and the Chapters so I'm keeping my hope up.

I ahve been driving the shit out of my free valentines truck. It's awesome. I went for the no hood/ zoomies/ blower look though.
